BCAA — UAS Regulation 2017, use reserved for government bodies
Bhutan probably applies the strictest ban in the region: according to the official BCAA FAQ, drones brought by private individuals/visitors are seized on entry absent prior approval, and use is reserved exclusively for government organizations.
Tourist flying effectively not allowed
For a tourist there is no legal path to fly a drone in Bhutan: the drone must be declared at customs in Paro and is returned only on departure. Leave it at home, or be prepared to hand it over temporarily to customs authorities.
Zones to avoid
No-fly zones usually follow the same recurring categories (airports, military sites, protected areas, historic centers). For this country: Even when authorized (government bodies only), flying over the yellow roofs of religious buildings is forbidden.
