Uzaviation — very restrictive regime
Uzbekistan has one of the strictest regimes in the region: drone import is forbidden except for declared transit, and unauthorized use constitutes a criminal offence under the Criminal Code.
Tourist flying effectively not allowed
A simplified procedure exists only for organized foreign tourist/creative groups, with a combined permit from several state agencies. For an independent tourist, drone flight is effectively precluded: the safest advice is to leave the drone at home.
Multi-agency process: Council of Ministers permit, radio-electronic authorization, registration with 'Uzaviation', airspace clearance.
Zones to avoid
No-fly zones usually follow the same recurring categories (airports, military sites, protected areas, historic centers). For this country: Historic heritage sites (Samarkand, Bukhara, Khiva) under additional protection from cultural heritage authorities.

Why registration exists
Operator registration exists for accountability: if a drone causes an incident or enters a restricted zone, the authority needs to be able to trace it back to whoever was flying it. You usually get an identification number (operator ID) to physically attach to the drone, valid for every drone the same person owns. The cost is often minimal or free, and it applies to visiting tourists too, not just residents. For Uzbekistan, the official reference remains Civil Aviation Agency 'Uzaviation'.
